That's the Powkiddy A13.
It's a few years old at this point and can only emulate up to PS1 well. But it's great for 2D arcade-style games for obvious reasons.

what's considered retro in this context? do emulators count? there are games I really enjoyed but have only played on emulators like super mario bros or super metroid. I still enjoy my N64 with banjo and mario but lately I started playing gta sa again. every year or so I boot up Mario sunshine again. whenever my buddy is over we play kirby air ride and we will continue do do so until the last gamecube controller dies. but technically every game older than ten years becomes retro and by that metric I really enjoyed deus ex HR and sleeping dogs. also pokemon hg and ss were objectively the best pokemon games ever

I like dedicated devices. Sometimes I just want to play a game without the internet vying for my attention. Walking around with an arcade machine is a nifty novelty as well. Sure you can get an arcade stick for your phone or desktop, but you're carrying around a bulky object either way.
